PIER+HORIZON by Paul de Kort is located in the Zwarte Meer in Noordoostpolder. The landscape artwork lies in the line to Oud Kraggenburg, where there used to be a breakwater.
Even before the reclamation of the Noordoostpolder in Flevoland, there was a six-kilometre long breakwater at this spot in the waters of the Zuiderzee (now the Black Lake). This connected the lightkeeper's house of Oud Kraggenburg to the mainland near Genemuiden. The line is still clearly visible from the air in the allotment pattern of the polder. A small part of this dam has been restored by Paul de Kort and made the central axis of his artwork. The concrete cycle path is exactly in line with the pier, reinforcing the artwork's line to Oud Kraggenburg.

Floating around the axis of PIER+HORIZON are 20-metre-long crags (reed mats), attached to a pole on one side. The crags function as wind indicators: in strong winds and currents, they all point in the same direction. The poles are arranged in a strict hexagonal grid. This refers to the Central Places Model on which architect and urban planner Cornelis van Eesteren based his design for the spatial layout of the Noordoostpolder . The title of the artwork is an ode to Piet Mondrian and his painting series Pier and Ocean (1915).
